New house, old problem?

I wanted to replace the chandelier with a ceiling fan to run led lighting and help move air from the swamp cooler vent located 6 feet away.

I pulled the old fixture down, and found a gobsmacking mess of wires, tape and what appears to be heat damages wires.

If I can sort put the wiring mess, I can clean up the rough stuff, but I don't know what I'm looking at.

Please help, or tell me to call in a pro.

The twisted together wires need a wire nut put on them and use some electrical tape over the wire nut to keep it secure. Looks like you will have 2 wire nuts. The Black & White wires hanging down are the power source you will connect your ceiling fan too.
